Emily Gogra has served as Deputy Minister I at Sierra Leone’s Ministry of Basic and Senior Secondary Education (MBSSE) since 2018. In this leadership role, she works closely with the Minister to provide strategic oversight for critical areas including Early Childhood Development, Gender, Special Needs Education, Non-Formal Education, and the Library Board.
Ms. Gogra brings a strong background in education, having previously worked as a teacher, lecturer, and coordinator of an orphan support initiative in Port Loko, which remains active to this day. Her academic qualifications include a Bachelor’s degree in Education and a Master’s degree in Descriptive and Applied Linguistics from Njala University.
With extensive experience in the development sector, Ms. Gogra is a passionate advocate for equitable access to education—particularly for women and girls. Her commitment to education extends to early childhood development, where she champions efforts that support children during their most critical learning years. Her work continues to shape inclusive and transformative education policies across Sierra Leone.
Deputy Minister Gogra has demonstrated a hands-on leadership style, including personally inspecting examination centers during the National Primary School Examination (NPSE) to ensure the timely delivery of materials and the creation of safe, conducive environments for students. Her presence at these centers reflects her commitment to upholding standards and ensuring the credibility of public assessments.
